Taiwan Work Permit Application Procedures and Fees for Foreign Professionals 

(For Foreign Freelance Art Workers in Taiwan)


This quotation applies to foreign freelance arts professionals seeking to work legally in Taiwan. It covers the application for a work permit and Alien Resident Certificate (ARC) in Taiwan, and does not apply to nationals of Mainland China. The work permit under this category may be applied for independently, without the need for a local employer to sponsor the application.



1. Taiwan Work Permit and Alien Resident Certificate (ARC) Application Service Fees

Kaizen charges a service fee of USD 880 per applicant for processing Taiwan work permits, and USD 280 per applicant for ARC. The fee specifically includes the following services:


  1. Provide professional consultation on the Taiwan Work Permit and Alien Resident Certificate (ARC) application process;
  2. Review the application documents provided by the client;
  3. Assist the client in preparing the documents required for the application;
  4. Fill out the work permit application forms and other required documents;
  5. Submit the work permit and ARC application documents to the Taiwan Workforce Development Agency and the Immigration Agency;
  6. Communicate with the Taiwan Workforce Development Agency and the Immigration Agency during the application process;
  7. Pay the application fee and collect the work permit on the client’s behalf;
  8. Arrange delivery of the work permit and ARC to the client.


Our service fee does not include government charges, document translation fees, or document courier fees. The cost of the resident visa depends on the applicant’s nationality and place of application and will be quoted separately.



2. Job Description for Work in Arts fields

Applicants must be engaged in one of the following fields of artistic work:



  1. Performing and Visual Arts:  This category includes individuals involved in creative work, research, surveys, production, performance, promotion, workshops, seminars, reviews or commentary, or competitions related to music (excluding popular music), dance, fine arts, drama/theatre, environmental art, and photography etc.
  2. Publishing Industry:This category includes individuals engaged in artistic and cultural graphics and text creation, commentary, copyright management, editing, translation, curation, or research related to newspapers, magazines, and book publishing, etc.
  3. Cinema, Radio, Television, and Popular Music:  This category includes individuals engaged in artistic and cultural creation, production, performance, promotion, workshops,  seminars, reviews or commentary, competitions, management, business operations, or technical work related to cinema, radio, television, and popular music.
  4. Handicraft Art: This category includes individuals engaged in creative or teaching work related to leather, ceramics, stone, glass, fiber including dyeing and weaving, wood, bamboo, paper, metal, paint or lacquer, or mixed media crafts.
  5. Other Categories: Any other type of artistic work as recognized and approved by the Ministry of Culture.



3. Eligibility Requirements for Foreign professionals

Foreign nationals seeking to work in Taiwan under this category must meet at least one of the following qualification requirements within their respective artistic fields to be considered for a work permit.

1. Performing and Visual Arts:
(1) Have at least 10 years of professional experience in the relevant artistic field, with demonstrated originality and outstanding achievements.
(2) Hold a master's degree from a Taiwan or overseas institution and have at least 5 years of relevant professional experience; or hold a doctoral degree and have at least 3 years of relevant professional experience.

(3) Have demonstrated originality and outstanding achievements in the relevant artistic field, supported by recommendation letters or certification documents issued by official authorities in their home country or internationally recognized institutions.


2. Publishing Industry:
(1) Have at least 5 years of professional experience in the relevant publishing field, with demonstrated originality and outstanding achievements.
(2) Have served as an editor-in-chief or senior executive at a major international newspaper, magazine, media organization, or publishing company.
(3) Have received major national or international awards in literature, comics, or related fields.

(4) Have demonstrated originality and outstanding achievements in the publishing field, supported by recommendation letters or certification documents issued by official authorities in their home country or internationally recognized institutions.


3. Film, Radio, Television, and Popular Music:
(1) Have been nominated for major awards in film, radio, television, or popular music in Taiwan, their home country, or internationally.
(2) Have held a middle-management or higher position at an internationally recognized medium-sized or larger company or institution in the film, radio, television, or popular music industry.
(3) Have demonstrated originality and outstanding achievements in film, radio, television, or popular music, supported by relevant documentary evidence.

(4) The major awards referred to in Item (1) must meet the requirements announced by the Ministry of Culture.


4. Crafts:
(1) Have been selected for or recognized in Taiwan or internationally recognized craft competitions.
(2) Have taught in a crafts-related department or graduate program at an overseas college or university at the rank of assistant professor or above, or possess equivalent qualifications.
(3) Have demonstrated originality and outstanding achievements in the crafts field, supported by recommendation letters or certification documents issued by official authorities in their home country or internationally recognized institutions.
5. Other Special Cases: Applicants with special circumstances may be considered through a case-by-case review conducted by the Workforce Development Agency in consultation with the Ministry of Culture.


4. Application Processing Time

The processing time for individual applications for a Taiwan work permit and Alien Resident Certificate (ARC) is approximately two to three weeks. The actual processing time may vary depending on the circumstances of each case and whether additional documents are requested by the relevant authorities.

5. Validity of Work Permit and Alien Resident Permit (ARC)

The validity of a work permit and an ARC generally ranges from 1 to 3 years, with a maximum of 3 years, as determined by the Taiwan Workforce Development Agency and the Immigration Agency. Extensions can be applied for before expiry, with each extension period lasting up to 3 years.



6. Information and Documents Checklist

  1. An original and one photocopy of the foreign employee's passport;
  2. An activity plan for the applicant's proposed artistic work in Taiwan, specifying the itinerary, detailed work activities, and schedule;
  3. Supporting documents demonstrating that the applicant meets the eligibility requirements for the relevant artistic work category;
  4. Proof of residential address in Taiwan and a contact telephone number;
  5. Three 2-inch passport-size photos taken within the last 6 months;
  6. Other supporting documents as requested by the relevant authorities.



7. Important Notes

The list above is not exhaustive. The relevant Taiwan authorities may request additional information and/or documents depending on the circumstances of the case. If the applicant is a national of a country or region specifically designated by the Taiwan authorities, certain documents may need to be authenticated by the relevant Taiwan overseas representative office before submission. Original documents may also need to be provided to our office for review and verification.
