Hong Kong International & Public-School Admission Procedures and Fees

Unless otherwise stated, “school application” in this document covers kindergarten, primary, and secondary school admission services for:

• International schools
• Private schools
• Public schools (including government, aided, subsidized, and Direct Subsidy Scheme schools)

Students with Hong Kong permanent residency or valid non-permanent residency (such as a dependent visa) are eligible to apply, provided they meet each school’s admission requirements.

1. Service Fees

Notes:

• Fees exclude charges directly from schools (application, assessment, reservation, tuition, capital levy, etc.).
• Fees exclude translation, notarization, and courier costs.

1.1 Service Scope

• Initial consultation on Hong Kong’s education system and school choices
• Recommendations based on student background, academic level, and family needs
• Eligibility assessment (age, grade, residency, records, etc.)
• Review and preparation of required documents (transcripts, references, ID, proof of address etc.)
• Assistance with online/paper applications
• Guidance for interviews/tests, including practice sessions
• Communication with school admissions offices and progress tracking
• Updates on application status (interview, offer, waitlist, rejection, etc.)
• Help with payment of reservation fees, tuition, and other charges
• Delivery of admission letters and registration documents
• Support with registration (uniforms, textbooks, school bus, etc.)
• Guidance on Education Bureau’s placement and discretionary allocation system (for public schools only)

2. Payment Terms

Upon receipt of your confirmation of engagement, we will issue and send an invoice together with the wiring instructions to you for your settlement. When you arrange the payment, please put our invoice number of account number in the message section and then send an email copy of the remittance receipt to us for our records. Because of the nature of service, we require full payment in advance. And once the service is commenced, no refund of service fee will be made.

We accept cash, HKD check, TT and credit card through PayPal. An extra handling fee of 5% will be charged if paid by PayPal.

3. Admission Eligibility

3.1 General Requirements

3.2 International Schools – Extra Requirements

• Language proficiency: Possess sufficient skills in English listening, speaking, reading and writing to cope with an all-English teaching environment.
• Priority Admission Criteria (subject to the policies of each school):

o    Foreign passport holders

o    Holders of school debentures or nomination rights

o    Siblings already enrolled

o    Alumni parents

o    Parents who are senior executives or expatriates of multinational firms

3.3 Public Schools – Extra Requirements

1.       Proof of Residence: A proof of actual residential address in Hong Kong (e.g., utility bills, tenancy agreement) must be provided for school net allocation and the centralized allocation system.

2.       Cantonese Proficiency: Some public schools use Cantonese as the primary medium of instruction. Although not a strict requirement, having a basic ability in Cantonese can help with adaptation to school life.

3.       For 2026 Primary 1 placement:

·         Child must be 5 years 8 months by Sept 2026 (born on/before Dec 31, 2020)

·         Must be a HK resident

·         Not yet enrolled in primary school

·         Never received a Primary 1 placement before

4. Application Procedures & Timeline

4.1 International / Private / Direct Subsidy Schools (Rolling admission or fixed deadline)

Expected Processing Time:

• International schools: 2–6 months
• Public school transfers: 2–6 months (may extend to 8–12 months for popular schools or incomplete documents)

5. Required Supporting Documents

Student

• Passport & dependent visa copy
• Entry permit slip (“land slip”)
• Birth certificate (Chinese/English or notarized translation)
• Past 2 years’ transcripts/school report
• Recommendation letters (if available)
• Passport photos & personal photos
• Certificates of extracurriculars/awards/talents (if any)
• Vaccination record & health report (if any)
• Name change documents (if applicable)

Parents/Guardians

• Passports & HK ID/visa copies

• Entry permit slips (“land slip”)

• Proof of HK address (recent utility bill, lease, or bank statement)
• Completed school questionnaire (template provided)
• Family photo

Note:

(1) All documents submitted must be in either English or Chinese. Documents in any other language must be accompanied by a certified translation issued by an accredited translation agency.

(2) The documents listed above represent the initial requirements. Additional documentation may be requested, and adjustments may be made, as necessary, based on the specific circumstances of the student and their family.

6. Validity & Transfer Rules

• International school offers are usually valid for one academic year.
• Public school placements must be registered within the designated period or will be forfeited.
• Transfers require withdrawal from current school and new admission confirmation.

• Public school placements depend on vacancies, district quotas, and random allocation.
