On June 19, 2014, the Canada federal Immigrant Investor Program was permanently closed, making the Quebec Immigration Investor Program (QIIP) the last purely investment-based immigration program in Canada.
Unlike the Federal Start-up Visa (SUV), which requires you to set up a business and actively manage it to obtain Permanent Residency (PR), the QIIP only requires a passive investment.
After 5 years, QIIP finally reopened on January 1st, 2024.
The reopening of the program also introduced some new criteria:
Language Proficiency
The most significant change is the language requirement. Applicants must demonstrate their proficiency in spoken French at least at level 7 (Intermédiaire) according to the Échelle québécoise des niveaux de compétence en français (Québec scale of French proficiency levels), equivalent to CEFR B2 or DELF B2. This can be done by providing a certificate of test results (TCF Quebec, TCF Canada, TCF, TEFAQ, or TEF) or a recognized French diploma (DALF/DELF).

Your test result(s) or diploma(s) must be less than two years old when you submit your application.
Adjusted Investment Requirement
The passive, risk-free investment amount has been reduced from CAD 1,200,000 to CAD 1,000,000, but there is now a CAD 200,000 financial contribution to Investissement Québec Immigrants Investisseurs (IQII).
Education requirement
You must hold a diploma corresponding at least to a secondary school diploma in Québec before submitting the application.
